Request "Pay via Invoice"— VAT Number No Longer Required

We're updating the "invoice request flow" to support all types of organizations, including housing associations, freelancers, and others without a VIES-registered VAT number. As part of this update, we now surface the legal entity data so you can review and confirm so ensure that future invoices will contain the correct business information.

What's changed:

• VAT number is no longer required. You no longer need a VIES-registered VAT ID to request invoicing. Instead, your organization must provide either a VAT number or another business identifier such as a company registration number.
• Support for more business identifiers. We now accept company registration numbers and other local business IDs alongside VAT numbers.
• Legal entity details pre-filled and ready to review. We display the business information that we have on file so you can review, confirm and submit.

Previously, organizations without a VIES-registered VAT number were blocked from requesting invoices entirely. That friction is now gone.
